Deputy Victor Lopez, Executive Director

Deputy Victor Lopez was raised in the North Fair Oaks area. He has been employed with San Mateo County for over 20 years, serving five years with the San Mateo County Probation Department’s Juvenile Division. One of his assignments included managing a Community School for at-risk youth. He interviewed students to establish their eligibility, maintained and established relationships with parents and probations officers, and conducted community outreach.
In 2000, he joined the Sheriff’s Office working as a Correctional Officer and promoting to Deputy. He worked in juvenile and adult corrections, patrol, and special assignments with both the Gang Task Force and the Street Crime Suppression Team.
In 2004 he was selected for a position with the Transit Police Bureau and worked on Patrol until 2008, then he was selected as the Bureau’s Detective and Court Officer.
Since February of 2015, Deputy Lopez works for the Community Policing Unit where he is the Director of the CARON Program.
Deputy Lopez is fluent in Spanish

Jose Luis Aguirre, Outreach Program Manager

Jose came to the United States from Colombia in 1999 with a bachelor's degree in social communication and journalism. Jose and his family settled in San Mateo County and put himself through college. In 2010, he earned his Masters Degree in Fine Arts with emphasis in Photography from the Academy of Art University in San Francisco. One of Jose's passions is helping and working with the immigrant community. In 2011, Jose joined the CARON Program and has been working closely with the communities we serve.

Lydia Hernandez, Community Outreach Worker – Bayside
Lydia came to United States 10 years ago. Upon her arrival, she realized that this community was different from her community in Mexico and she started participating of the parent activities at Fair Oaks School (including the CARON Citizen's Academy) to become familiar with her new community. She worked at Fair Oaks school for seven years as yard duty, library aide and parent and student tutor. She has studies on Early Childhood Development, Human Services and she's currently pursuing the certification as a Social Worker. She started working with the C.A.R.O.N. program on March of 2011.

Isela Martinez, Outreach worker - Coast
Isela Martinez learned about the CARON Program because she attended to a leadership workshop offered in Half Moon Bay. Her passion to help others, motivated her to become a community leader. For six years, she volunteered for CARON and was hired in 2007 as outreach worker in the coast.She has attended to our citizen’s academy, and different workshops such as drug and gang prevention, among others.Isela believes that every member of the community can make a positive impact. CARON is part of the Community Policing Unit/School Resource Unit

Javier Acosta, Deputy Sheriff
Deputy Javier Acosta was raised in San Jose, CA and he is fluent in Spanish. He started his law enforcement career with the San Mateo County Sheriff's Office in 2006. Deputy Acosta has been assigned to the Maguire Correctional Facility, the Patrol Bureau, and the Transportation/Court Security Bureau. Deputy Acosta currently works for the School Resource Unit/Community Policing Unit where he was assigned in April 2012. His current role includes working with kids on and off campus, participating in activities that enhance communities, teaching and mentoring students, and working with school administration and parents throughout unincorporated San Mateo County.

Cindy Marroquin, Community Engagement Specialist
Cindy Marroquin joined the CARON Program in 2011. In partnership with the Peninsula Conflict Resolution Center, Cindy provides facilitation support for community workshops and meetings. Before coming to San Mateo County, Cindy provided advocacy services to survivors of domestic violence and sexual assault in Stanislaus and Sacramento Counties. Cindy has experience working with Latino communities to address issues of violence, immigration and accessible community resources. She has a Bachelor of Art Degree in Social Science and a minor in Gender Studies from California State University, Stanislaus.
